1994 GMC Sonoma blowing fuses

When I turn the ign key on it blows the inst panel fuse. This does have tilt steeing. Have checked almost everywhere for a bad wire, could this be in the steering column itself?

Check for soemting added on recently if not then check to see if it's a bad cluster, meaning if you are getting atll the signals and fuse doesn't blow then it's the cluster.
