my toyota tercel 1993 is is burning a fuse M2 the car will not start or run what can be the problem?

If it blows instantly, then there is a short to ground in wiring, a wire has lost insulation and is grounding to block/chassis.
In any case, I would trace the wiring, looking for wiring that is burnt/black/sooty.
