92 honda accord idle problem

i replaced throttle sensor on a 92 honda accord, idle went to 3000 rpm, reset the ecu by pulling fuse from underneath the hood now idle is the same up and down, please help

Is the Check Engine Light indicating?
Do you have coolant losses issues?
Was the TPS replaced as a unit with the throttle body?
Did you try adjusting the idling speed?

Surging are due to higher idling speed than expected and can be caused by vacuum leakages, faulty Fast Idle Thermal Valve (FITV), faulty Idle Air Control valve idle adjuste screw out of adjustment.

Check for clogged coolant hoses to FITV and IAC.
