Not shift

You might need to replace the brake light switch. The reason being is that there is a safety lockout that requires the brake pedal to be pushed to shift it.
The switch is under the dash near the top of the pedal near the pivot point. You will need to disconnect the electrical connector by pressing on a tab at the plastic connector and then remove the switch from the bracket.

Check the bracket for alignment to make sure the switch is being activated.
