1992 Gmc Jimmy 92 4 3 Vortec Could Give Throttle Start Keep

92 jimmy 4.3 vortec. My question Is what could be the problem when I have to give it throttle to start and keep it above 1000rpm so it can idle then at speeds it doesn't matter how fast i go it will surge, at 70 with cruise control on the CEL came on and stays on until its turned off. I think it might be the throttle position sensor and I have no Idea how to pull my own codes without a reader which I can't access. Any help would be appreciative.

The DLC is on the left side under the dash it will look like below just connect a jumper wire between A and B

Turn key on-Read the flashes-example- flash pause flash flash is code 12
