I tried to start engine, the starter engages, but motor won't turn over the pullies are rotating when key is turned, if it is a timing belt is this motor a intference motor or non interference or is it something else

How can the pulleys be turning if the engine doesn't turn over? When you have an engine question, please list the size. Some use a belt, some a chain, and in '92 none were interference engines.
