why does my right turn signal not blink on my 1992 Cadillac deville?

if this is the inside tell tail, check the external globes for the indicators for that side, if OK, the dash globe will be blown probably.

I'll check that. When the headlights are off the left one works fine but the right is the one that only blinks reeaaallllyy slowly. But when the headlights are on. Then the right turn signal doesn't even flash at all and the dash light indicator for the turn signal just stays on. Then when I use the hazard lights, both sides flash at the same time like they should.

Check for a bad earth at r/h side.

replace your flasher for the turn signals as well..
