1991 Lincoln Mark VII ABS brake lights on

Abs and brake light are on constantly. Brake pedal is hard (no power boost) 12 volts to relay and motor. Motor feels like it is running constantly but no brakes. If accumulator is bad will motor run constant? Could the relays still be bad? Could the motor be seized and trying to run could the brake fluid be bad. Car sat for 4 years. My 1986 had the very same problem and it was the relay. If you have any ideas that do not require $1000 to fix I would love to hear them. Thank you tom d

Have a pro scan abs to see what's wrong.

I had a mechanic look at the system and he said their was 12 vollts at the relay and 12 volts going to the abs motor but The brakes still do not work. I have had people say it nis the accumulator
, bleed the brakes, its the pump and the relay could still be bad. The car has just had the whole body redone and it can not be driven. Oh joy! Any other ideas would be appreciated. Thanks Tom

He mechanic shold have scanned the abs system for codes first. If you don't know that then you are blind doing it. And it can be the hoses in front calipers are bad causing your problem.
