Just bought 1991 crown vic wont turn over last owner tryed to bypass everything I have removed all extra wires where can.

If the engine cranks (starter works), check to see if there is spark and fuel. One will be missing. Then, you need to focus on that circuit. I recommend getting a good book with wiring schematics.
