I have a 91 cadillac deville and it wont shift into 4th gear, and when I take off from a stop, if I press down real hard it doesnt get up and go it just eases up like I was barely pressing the gas in the first place. My question is, is there anything that could fix it or do I need a new one?

If it is lacking power, it may have a restricted exhaust, most likely due to a plugged converter.

I just replaced the exhaust from back of motor all the way to the tail pipe.

I am sure there is a fix for it. The exhaust was one suggestion. It is going to need to be diagnosed to determine what the problem is.

To ck. The converter you can remove the o2 sensor. Then drive the car and see if the proformace comes back. If yes the convertor is bad. Next you need to put a fuel pump gauge on it and drive it. Sometimes the rubber hose to the fuel pump assy. Will get porris and sucks air. Look for the fuel pump pressure to fall off during roadtest. Gl
