What do you think is causing it to short? And blow ECM 1 fuse?

I took the fuel pump out of the tank, I made proper attachments, I turned the key, it pressurized while not in tank. I re-install fuel pump in tank, turn key, no sound, no pressure, because no power is getting to to pump, fuse blew again, thought it was a un-attached ground strap. What is different between it working while not in tank, and it being in tank and shorting?

Did you replace the fuel pump connector? Many times they go bad and need replacing. This is the first thing that I would check. Most of the time fuel pumps come with new wiring for the connector, but since your is old you might have to buy it separate.

Sorry about the flag thing didn't mean to click that.
But regarding the advice you gave me, I checked all connections and got it in the tank and it started and ran, THen I reinstalled the truck bed and it blow a fuse again, what are some common reasons for this to happen? I have heard the pinching of wires, but anything else that might be happening with this truck?

I would replace the connection. Even if it looks good. This is the first thing I would do.
If that didn't work then I would be looking at all of the wiring very carefully.
