Windshield wipers and windows work intermittently

Sometimes the wipers and windows work and sometimes they don't. Sometimes the wipers work but not the windows, and sometimes the windows work but not the wipers. Sometimes the wipers stop completely and then start up again in a few minutes. This situation only happens during wet weather and cold wet weather. Could this be due to the relays for the windows and wipers? The fuses are okay, and I had the Ford company repairman take a look. He did not find anything wrong. Of course, the windows and wipers were working okay then.

Hello. These trucks had issues with the GEM (Generic Electronic Module). This is a computer that basically runs various electrical devices around the truck. The first three images below all go together. They are the circuit diagram for the GEM module. I had to break it up into three images so I could blow it up to a more readable size. The fourth image is a test for the GEM. Hopefully this will turn up the problem. Check it out and let us know what you find.
