2000 Volvo S80 lost keys

2000 Volvo S80 6 cyl Four Wheel Drive Automatic 80000 miles
recently lost keys to car ....replaced with a new key....dealership tells me that I have to have my car towed in to have software download in order that key will work.......is this true

The European car insurance companies require cars to have an immobilizer that is able to read the key and if you have not initialized the key to the car, it will not work, so the answer is yes they are telling you the truth and need to have the key and the car to make it work.
