1998 Volvo S70 Engine light on and speedometer stopped work

Engine light started on a few months ago and was checked last month by a Volvo dealer, who claimed the air pump for the engine exhaustion is failed and it costs big bucks to repair. Now, the speedometer and odometer stop to move, although Tachometer still functions fine.

Please comment on the cause for the problem and costs for repair. Thanks.
