2000 Volvo S40 problem starting

A few weeks ago my car started having problems starting, now i have to crank for about 5-7 seconds and it gives me a code "P0130, O2 sensor circuit, or missing signal" what could be the cause of it. I have replaced OEM sensor that was in there with the universal and still nothing, i have replaced the spark plugs and now it starts a little better but still not good, and i still have check engine light on. could it be something simple or its a big $$$ problem.

Diagnostic Procedure (Signal Missing, P0130)

1. Turn ignition off. Disconnect front HO2S connector.
Check the HO2S connector for contact resistance and oxidation. Repair as necessary. Go to next step.

2. Check the circuit between HO2S connector terminal No. 4 and ECM connector terminal No. 45. Check for an open circuit. Repair as necessary.
If no fault is found, replace HO2S.
