1994 Volvo 940 radiator cooling fan

Fan will run when jumped from battery. Will not run when supposed to. Have replaced temp. Sensor on engine block. Have replaced relay by battery. On opening relay box, found that contacts are not being pulled in. Help also checked fuses

There are 3 different cooling fan systems,
1. LH-Jetronic
2. Regina
3. Turbo.

Which is the system used in your vehicle?

I don't know if it's LH-Jetronic, Regina or Turbo.
What I do know is the Engine is "B230F"
Evaporative Family: RVV1058 by POA
Engine Family: RVV2.3 V7 GAEA

I believe your engine is not turbo charged and it is either LH-Jetronic or Regina.

The engine cooling fan relay is located on top of radiator. It is a 5 terminal relay, you mentioned replacing it, did you get the correct one?

Here is a schematic of the cooling circuit.
