There wasn't a category for this so I checked the "noises" option.

The wiper on the passenger side doesn't wipe on the left side half. I doesn't matter what kind of blade. It just started about a month ago or so.

What do I do to replace or do I need a new one (upper arm, lower arm)?

Have you just replaced the blade or the complete arm assembly? If you just replaced the blade try the arm assembly or you can also make sure the tension spring that pushes the arm against the window is not broken. Just a thought.
