1991 Volvo 240 Won't start - Fuel Pump issue?

Just bought this car. Fuel guage works intermittently. Now it won't start, starter sounds like it's trying. Not the battery because lights/radio work. Checked the manual and the previous owner highlighted info about the #4 fuse (fuel feed pump heating element). Took out the fuse, put it (same one) back in. Car started. Next day, same thing happened, except that "fix" is not working. Still won't start. What could be the problem?

Suggest you check the fuel pump relay. Same problem I had with a 1990 240DL and the relay was bad. As I remember it, it is located near the glove box--Volvo repaired it so I'm not sure of relay location. Since the fuse you have worked with is associated with that relay, I would highly suspect that relay. Good luck.
