Recently my vw seems to shut off spark at about 4000 rpms until rpms drop then starts running again and repeat this is a new problem does it have an electric rev limiter? is it adjustable?

your vehicle is not equipped with a "electric rev limiter" the problem you're having is the throttle positioning sensor located under me the throttle body, it is a micro switch which tells the computer when you are idle or when you are at full throttle, that switch is no longer available from the dealer or anywhere else. I custom make them, but there $200.
