Wipers and headlights are not working

Four cylinder front wheel drive manual 72,000 miles

In the middle of a trip, my turn signals quit functioning. Then I found out that the headlights had also failed. When I turned the lights on, I still had tail lights and dash lights. I also still had break lights. Now I have also discovered that all wiper/washer function has ceased.
Of course, my first reaction was to check the fuses. They are all intact. Is there something owner-accessible in the steering column that is a good candidate for the problem?

thank you!
