1998 Volkswagen TDI engine will not start

I have 1998 golf tdi gt 1.9 when I turn the key there is a spinning noise but does not crank over can you tell me if it is a problem with alternator or starter motor.

The starter solenoid is not working, when ignition is moved to start, solenoid moves out to engage flywheel teeth and starter motor rotates to turn engine over.

Remove starter and take to most autoparts stores and have it bench tested for free. This will tell you if starter is bad.

Alternator would not have the symptoms you describe.
