VW Jetta airbag light

The airbag light on my 98 VW Jetta goes on and off. It has 75,000 miles on it. Sometimes it is on for seconds but can stay on for at least 24 hours or more. It can do this several times a day, several days in a row or it can go months and not activate. It's been doing this for the past 18 months. The dealer has scanned for codes several times but can't find any. I was reading about purchasing a scanner as mentioned on this website in reference to the check engine light. One review on these scanners indicates the actron doesn't read airbag light trouble codes. Any experience with autoscanners and airbag codes? Or any idea on why the airbag light goes on and off?

My 98 jetta airbag light comes on after a few minutes of driving and then goes off after a minute or so. I scanned with airbag scanner and got "no codes found". Finally after some troubleshooting I removed the instrument cluster and the 2 wiring harnesses to the cluster. Then I removed and reinstalled the airbag lamp holder and reconnected harnesses. I reinstalled instrument cluster and intermittant problem fixed. I don't know exactly what fixed it, but anyway the airbag light now only comes on during power on self test.
