VW 2005 Jetta GLS electrical problem

This problem occurred while driving 55 mph and now occurs at any speed and nearly 99% of the time the car is running. Here is the problem: the wipers turn on automatically by themselves and go from side to side very slowly sometimes stopping in the middle and then starting up again. The high beam indicator in the dash is lit up, the turn signal indicators inside the dash light up and sometimes flash intermittently. While the wipers are on, I have no control to stop them or change the speed of movement from side to side. Turn signals do not activate if I try to activate. Any idea what this might be, heard of this before?

According to Ford you must remove the instrument panel...Sorry! Here is the proceedure!

Good luck, maybe you can get creative, and find another method...
