Power Lock Problems

My 1996 VW Jetta (129K km/60K mil) has a problem with the power locks. They simply don't work! This also means the lid to the gas tank won't open either. I can open the 2 front doors using the key, but when I try to double-turn the key to open all locks, nothing happens. Nothing happens when I try to use the buttons on the interior to open the locks.

Is there a problem with a motor or something? Can I fix it myself? What needs to be done?

The power locks are air induced (up/down). The system is a vacuum Under the rear seat is a array of small hoses which distribute suction to the doors and trunk lock. If you hear the motor it is fine; it is trying to close the "deal". There is a x fitting which interlocks the doors which tends to break. Easy fix once you isolate the air leak. The fitting is a great start. I found it under the drivers side of the rear seat.
