Fair Price for these repairs?????

I was charged $160.00 for labor for the following: rotating tires, replacing the air, fuel and pollen filters and retorqueing the suspension.....if not, what would be a fair labor rate...car is a 2000 jetta with 61k...2.0 engine....thanks!!!![/b]

Air Filter 0.4 hours
Fuel Filter 0.4 hours
Pollen filter 0.3 hours
rotate 4 wheels 0.4 hours
I found a rate for lubricating the Chassis, suspension for 0.8 hours
Total of 2.3 hours. $70 shop rate is $160.
