More info needed. What engine does the car have? If it is a 1.9 tdi the problem most likely is a clogged intake.

Is it an automatic? Manual transmission?

You know something.I just remembered I worked on one that had a bad catalytic converter. The insides melted down and caused a high restriction causing it to not want to go over 35mph (atleast not very quickly). Quick way to check this is to crawl under the car and physically hit the catalytic converter w/ the side of your fist (don't punch it!). If you hear a rattle. Then there is your problem.
