95 Jetta wont start/alarm trouble

I have a 95 VW Jetta III GL, about 130,000 miles on it. I got a DUI a year ago and was unable to drive it so it just sat in my garage for a year, and now I tried to start it and it's dead because the alarm system drained the battery. Well, I bought a new battery, but as soon as it is hooked up the alarm goes off, and when I turn the key, the lights and everything go on, but it won't start. It doesn't even make a sound. So how can I get the alarm to stop and start my car?

have you tried locking the car with the key, then unlocking it with the key?
the alarm cuts out the ignition if the door is locked but opened anyway. also after you reset the cpu, you may need to lock and unlock it. let me know what happens
