1999 Volkswagen Jetta Horn

I have a 1999 VW Jetta GL, The horn sounds if you use the keyless entry for locking the doors and panic button but the horn will not sound if you are pressing the buttons on the steering wheel.

This is because there are acutally 3 horns on a VW. The alarm horn has its own dedicated horn. The actual horn that is activated when using your steering wheel is 2 different harmonizing tones. If you have a MK4 jetta (99.5-2005) then the horn is behind the bumper cover on the driver side. Previous models are somewhere on the passenger side. I would suggest getting a helper and have him/her press the horn while you test for voltage at the horn terminals with a multimeter.
