1999 Volkswagen Jetta ABS

My 1999 Jetta has an issue with it's ABS brakes. Sometimes the light comes on and when braking you hear a thumping sound and aloud BOING and finally the car stops. When light is not on no problem. The mechanic said for some reason the ABS is coming on at the wrong time but because of the age of the car and its condition it would be too costly to repair. My question is this... can the ABS system be bypassed? What are the possible issues that may arise if done, besides the loss of braking in wet or icy conditions? Would the brakes work without it?
