1994 Volkswagen Jetta over heating

I have 1994 Jetta 2.0 manual. It's overheating because the fans won't start. I've changed the thermostat, the thermostat housing, the temperature sensor and the sensor that's next to the radiator and still nothing seems to help start the fans. If I connect the fans directly to the battery they will start. If I turn on my AC the fans start. I don't know what could help me at this point please help.
