1988 Volkswagen Jetta Will not start

I have replaced the fuse and the load reduction relay but the engine will not start with the key but it will start when you jump the starter soleniod. I cannot find the neutral safety switch in order to test it.

This particular vehicle does not have a safety neutral switch, because it is a manual transmission. It is the clutch pedal that needs to be all the way in, if you look under the dash you will see the safety switch that will not allow you to start the vehicle unless the clutch is all away in, remove the plug and jump the connection. I take that back on the 1988 Jetta if the seatbelt is not buckled The vehicle will not start. Thank you
