1987 Volkswagen Golf cant get car to run good

I just bought this car and it has sporatic starting, its hard to get to turn over the starter is new the alternater is good and battery is good, also oil is going to where my air filter is and going back into engine and burning oil how do I get it to stop? Someone told me that it needs a pcv valve but I dont think it takes one? How do I fix it?

Do you mean it cranks over and refuses to start or just won't crank at all

About the oil check the crankcase ventilation system its flowing backwards

It kinda cranks over. But not really. I can get it to start for a second then it dies. But most of the time it wont crank over. It just makes a whh whh sound. Like its trying to but it wont. And also there is oil going to my air filter from a hose in the top of the engine. But there is no pcv valve. Just a hose. Might that be the problem?
