1997 Volkswagen Cabriolet 4 cyl Front Wheel Drive Manual 146000 miles
I have a VW Cabrio 97. Headlights, AC and wipers won't work but if I flash my brights, everything turns on. There is a fuse, switch or relay?? Please if this look familiar let me know. I really appriciate your help, thanks...

It was a faulty ignition switch. 30 bucks for a part and an hour of work.

Yes, the problem is a faulty ignition switch which I found at AutohausAZ for $5.32.
