Engine Mechanical problem

I bought I 1973 Karmann ghia with a duel carb motor. The guy I bout it from said he got it 4 years ago and never started it. The guy he bought it from told him he had it sitting also. When I bought it, I replaced the plugs, wires, cap, roter, put Heat in the gas tank, prayed for starter fluid in the carbs and it started right up. My problem is, while driving it home, I could not get the car to go over 40 MPH. The car has no power, can you think of reasons for not having power? It has a 1641CC duel port engine. So far, I have filled the gas with premium gas, put more heatin gas, used Sea Foam Engine additive to gas and oil, used motor flush and oil change, and I re-gapped spark plugs. so any ideas?
