1968 Volkswagen Beetle Wont start

It died the other day. My daughter lost power and it would not start. I have checked the distributer, wires, plugs. Today I tried starter fluid (which I hate to use) and it started, but would not continue. I have noticed that the fuel filter (which is clear) is empty when the car sits for a couple hours, but fills up after I pump the gas a few times. I never noticed this before. Could I have a fuel pressure problem? If so any ideas how I can check this and fix it?

Hook up a fuel pressure gauge-Tee-in before the fuel filter. The pressure should be around 3 to 5 psi.
