I have a 99 mercury cougar and the key was broken off in the ignition. The cay will still start with the other half of the key but I was wanting to replace it. I have read that a new key can be programmed at home if you have 2 spare keys but will this work with only 1 broken key? The key is broken near the end towards the grip and does not effect the teeth

No, this procedure is for adding a third key to a working system. Once you change the lock, you no longer have any working keys.

Get a locksmith to fabricate a new key for you and reuse the present transponder.

You're still going to have to deal with the broken piece stuck in the lock.
