Hi, I was recently driving my car stopped at a signal and as I went to take off my car just started revving while in drive. I turned car on and off and it drove and then started revving again as I accelerate. So now when I put the car into D or P it will either move a bit when accelerate then just rev out when accelerating. Would it be the torque converter or transmission oils are low? Or what could it be?

So as I understand your post, engine starts and runs fine but if you put the transmission in gear it sometimes moves and sometimes just revs up.
First thing would be to check the fluids level and condition. Low fluid or a plugged filter could cause this. The fluid should be bright red or light brown and feel like slippery oil. It should not feel gritty or smell burned or be dark brown or black in color.

If the fluid level looks good with the engine running in park but it still does not move then it is more than likely an internal failure. For that a scan tool that can access the transmission controller would help as the transmission can have faults that only the tool can read. It sounds a lot like a pressure loss either a solenoid failure or the main pump can cause that.
