1995 Toyota Tercel car not getting warm

Heater problem
1995 Toyota Tercel 4 cyl Front Wheel Drive Automatic

The temp guage does not go up past the cold setting. Car does not get warm. I was told it could be the thermostat and it could be stuck open. Is this correct? If so, where is the thermostat located? How do you replace it?
