1993 Toyota Tacoma Clutch pedal goes to the floor without a

Hi - the pedal didn't activate the clutch until it was really close to the floor when I bought the SR5 pickup (model not in your list).

Now the pedal goes to the floor but doesn't de-clutch. It's not possible to get any gears.

There are no leaks at the master cylinder or down at the bell housing, fluid level is good and clutch is not very old.

What could be the problem?
