2006 Toyota Sienna Two Wheel Drive Automatic 75000 miles

Toyota Sienna 2006 with 75K Miles.
When I drive on highway my steering wheel vibrates when I hit 65mph to 75mph. But it does not vibrate at lower speeds or higher than 75mph. It doesn't vibrate when I brake. I have brand new set of 4 tires installed few day ago. I just purchased the vehicle.

You may want to have the wheels and tires checked rebalanced. Inspect rims for damage, and when balancing ask to have tires road force checked.

Could it be the lower ball joint or alignment needed?

Normal a worn suspension component suck as a ball joint will give you play at low speeds and turns. The alignment will not cause a vibration. Unless its causing uneven tire wear then still tires would be causing vibration. If your certain its not the wheels and tires check front and rear hub bearings for play and out of round.
