1999 Toyota Sienna High Shrilling sound when a/c is on

1999 TOYOTA SIENNA

When turning on the A/C or now heater this high
pitch sound like a tea kettle going off comes on each time...can you tell me what that may be?
I just had a brand new radiator installed could that have something to do with it?
