Lifter noise is not always present at stops, at times very loud at stops. Also lifter noise when going a steady speed and lifter noise apears when feathering the gas pedal to maintian speed

First, does the engine have good oil pressure? Second, are you sure it is a lifter noise? If so, you need to remove the valve cover and check and reset rocker arms that are loose.
