Shifting RPM goes up

Hi I have a 85 toyota pick up 22rec 131,000 miles I have noticed when I shift from 2nd to 3rd the rpm stays at 3000 it doesnt go down when I push the clutch in but in 1st ans 2nd it doesnt do this. Also I have low compression in the 2nd cyl only 75 and all other 3 cyl are fine on compression 176 DRY TEST The spark plugs have oil deposies on them so they are fouled out and only when I first start the truck and drive till I get into 3rd the smoke stops the smoke is bluish and there is like burnt oil that spatters out the muffler not to much. At the no.2 do a wet on it if it doesn't rise-you got a valve problem, also the blue smoke is caused by worn valve seals/plus oil is leaking thru and coating the plugs causing it to fouled. Its time for a Valve Job.
