99 Tacoma wont start first few times. Plz help

99 tacoma 127000 miles wont start first few times and is getting worse then I got it to start it didnt run that well then when I turned it off it sputtered like it was still on then winded down a horible sound plz help

Do you have a CEL/MIL/SES/Computer light On steady or has flashed?

When was the last major tune-up?

Get the fuel pressure check for a start and comeback with the readings with and without the pressurre regulator. When you rule out the pressure we'll go somewhere else.
