1992 Toyota Pickup won't turn on. No sound/no dash lights, he

Turning key and nothing happens, no sound at all, it is dead. And the dash lights cannot turn on either.
Now the headlights turn on, and the inside dome light can be turned on. Break lightsdo't turn on either. I have a brand new battery, I bought it thinking it might do the trick, but it had the same response. NOTHING from the key. And the dash lights are dead too.
