Engine Performance problem
1974 Toyota Pickup 4 cyl Two Wheel Drive Automatic

Have new Cen-tech multimeter Item #95670. Have consulted Cen-Tech and need additional info. My Hilux/Pickup 1974/4cyl automatic. Request correct method or acccurate desired display regarding (rpm) value. My car manuel say should get {800rpm} accordingly. When I use multimeter for reading, get 35 on display. This x10 =350x4= 1400 rpm ? What is problem? Should get close to 800 rpm...? Did this in "N" as manuel indicates. Engine speed is at correct idle. Any slower idle and car engine would stop. Points/plugs good with correct dwell setting or with the manuel setting .018 feeler gage. 7 degrees before top dead center setting done. Vaccum at 16.3 in exact range and m meter set on 4cyl. I can't get the 800 rpm or even close as mentioned. Did carb settings also. Can you give me reasonable explaination, please to obtain desired 800 rpm?

Make sure you don't have a vacuum leak-clean out EGR and PCV valves.

Make sure the engine is at normal temperature before you do below.

Set the air/fuel mix and idle speed to the correct rpm as possible. Now check the ignition timing -disconnect the vacuum hose on the distributor and plug it, make sure its correct if not adjust it then reset the air/fuel mix and idle speed.
