I have a 1993 totoyta turcel and I have an aftermarket stereo in it I worked fine till I went to plug in a neon strip into the outlet the fuse blow I unplugged the neon and ten changed the fuse (but several times) cause now it blows that fuse everytime I go to start the car

Your ignition switch power on the radio is shorted out. You need to open it up and inspect for melted wires

When I take the head unit out to check for melted wires if there are melted wires what do I do?

What fuse is blowing? The unit ot its original designed for the radio/accessories for the sound system. If its blowing the fuse that's part of the aftermarket component check the wiring to it.
