Care making a terrible noise

I have a 2004 toyota corolla with about 48,000 miles. my car makes a loud high pitched noise as soon as i turn it on and it doesn't go away. i had this problem a few months ago but not as bad and thought it might be the belt but had it checked and they said the belt was fine. so what could be the reason for the noise

sorry, a loud squeeling noise is heard while the key is on and the engine is running, remove the drive belt and start the engine and see if it is still there.
