2005 Toyota Corolla cooling fan not run

my 2005 corolla runs great on road, but when it stop waiting or run at very low speed (<25kmh) for several 10 minutes, the coolant will go to boiling temp and have no cooling fan running. I checked the fues, no problem. What is wrong with the car? Please give me your opinion.

Have the coolant temperature sensor, engine coolant temperature gauge switch if it has one and also the fan relay checked out-

thank you very much. the meter on dashboard works fine, in another word, the meter can show me the coolant temp when it goes up. So it is most probablly a bad relay?

The gauge could be okay but is the computer picking up the signal from the CTS to activate the relay.
