my brake disc gets all scatched up and there is a grinding noise when I turn my wheel. I replaced my brake disc and pads but it still doing the same thing. Also my car makes a loud vibration noise while im driving and wheels are rotating, is it my cv joints?

Inspect the CV boots for rips/tears and leaks, if you see any the CV will have to be replaced or re-booted.

The brake pads may be a poor quality of pad to do this, you have to ask for the high end pad which is more expensive, but worth it. The loud noise may be a wheel bearing going bad check that.
